Problem is, first most of the breaches here are likely civil contract breaches rather than asset transfer or cash so not violating the law.

Third-party deals via orgs that have vested interests in clubs ergo not within the guidelines.

Hiring players' families in associated businesses.

Associated shell companies paying inflated rates to players families businesses.

Using connections or influence to get property deals lined up for their players which are massively under valued. Compensating the seller in other ways.

Post career promises, book deals, media, jobs.

Etc.

There are so many ways to game this system.

And I'm quite sure this is by design. The rules are drafted to give the illusion of fairness but in reality there's so many loopholes, it's ridiculous. Not saying we haven't benefitted from the way it is, either, but I think it's wrong either way.
