I saw in that article that he's been bulking up and is currently 130kg, but during the camp they ideally want him to be 140kg.This is what Te Kura said:

“I’m certainly happy at the Broncos and I always wanted to prove myself within the NRL, but with the rule changes making the game even faster, I feel the NFL is where my future lies.
“Plus you have to do what’s best for yourself and your family ... I feel this is the path for me.”

If the camp finishes and he gets nothing from the NFL then he won't be able to play NRL at that size... so he's basically done for the season by the looks of it
Did he play it in his juniors?He could definitely switch to union

He'd be a back rower / number 8 in union, but that requires him to be in scrums and lineouts... not something that he can just flick a switch and become elite at.
