I get what you're overall trying to say, to a point. I wouldn't call it panicked, maybe excited(?) and I would agree that he hasn't got the balance right yet, when to be more chirpy. You want your words and volume...and pitch, to awaken/motivate/inspire the team when they need it. If its there...
