If they want teams to actually play for the minor premiership then they could start with increasing the prize money and having it as a direct payment to the players (not sure if salary cap prevents that at the moment)... $200k is $6k to each of the top 30, $1m is $30k to each player. You tell the players they can have a $30k bonus for winning the year then they'll be keen to play.

They could also make it that whoever wins the minor premiership gets to pick their byes for the following year... if they want all 3 over origin they can have it... if they want one in round 27 they can have it. If Manly want a bye on pride round they can have it

If you want to go further you could make it that winning the minor premiership gives you extra competition points for the following year.

That might be a bit too much of a reward, but you can bet that Kevvie wouldnt be risking as much through resting if he gets to start next year with extra points already in the bank.

If penrith had extra points from last year's minor premiership they'd be leading again for this year.

Even if you got 1 extra point, that suddenly becomes a tie breaker given the lack of draws and means your F/A is less important the next year.

That almost sounds like a reverse draft, where the #1 team gets the #1 draft pick.
