NRL club CEOs give go-ahead to two referees
November 25, 2008 03:11pm

THE NRL is a step closer to introducing two referees in premiership matches after club bosses gave the go-ahead today.

The annual club chief executives conference at Byron Bay also accepted recommendations to limit the powers of video referees.

....

The two-referee system will be applied only for first grade NRL matches with one referee to oversee the play-the-ball and another to stand 10 metres from the ruck.

The 10m referee would be the one to whistle stoppages or penalties and the second referee would communicate directly to the referee controlling the whistle.

Referees will have the option of alternating roles during the match

....

The club CEOs also endorsed a football operations conference recommendation that video referees should no longer be involved in determining penalties for stripping of the ball in tackles and agreed video refs could assist in alerting the referee to foul play only on the proviso the incident was of a serious enough nature to warrant the offending player being placed on report.

....

The NRL has also recommended a minor amendment to prevent time-wasting around scrums. Under existing guidelines the referee will blow time off when one side forms a scrum but he will signal time on the moment those players disengage to change roles with other players.

**** me. We already struggle to get 8 competent refs, now we need to have 16.

The concept is good, but as I said, the lack of quality referees at the moment worries me. On the positive, it means more refs will get an opportunity.

The only problem I see with the 2 ref rule is the different interpretatuions. Certain ref's let certain things go, as much as the same refs will be harsher on certain infringments. If this isn't consistant through 80 minutes much whinging will come out of it.

I'm pretty sure when the 2 ref thing was trialed ages ago, this was the biggest negative the coaches/players had with the concept. Especially if the ref's swap roles during the game...the chance of differing interpretations would be mitigated if the same ref ruled on the 10 metre mark and the same on the play the ball area, all game.

They should deadset make scrums a contest or just **** them off.

They are absolutely useless.

Agree totally Hammo - was bad enough through the world cup with inconsistency from game to game depending on if the ref was from Southern or Northern hemisphere, which have quite different interpretations. In the same game is going to be mightily frustrating to say the least.

Quite the opposite - younger/inexperienced referees will be able to get hands-on experience in first grade in a less pressurised environment.

I was against the 2 referees on principle but if it is executed well then I think it may be a good idea.

I like the fact that video refs cannot adjudicate on strip ball - that is a good move.

That isn't good. As I stated earlier, the switching of roles by the ref's, during games=different interpretations of the same offences.

I'm sticking to the "won't work, is shit" theory now.

I'm not convinced for the same reasons but if they stick with pairings for the whole season then it might work. I'm sure they'll work on consistency during their own preseason.

What if there is a clear disagreement between them over an incident? Who's decision stands then?

As it said - controlling referee. Whoever yelled out "yours" last takes the back seat.

I really think they can't let roles change midgame. Controlling ref must stay the controlling ref and vice versa. The difference in interpretations, particularly around the ruck, will be far too great.

I honestly reckon that come around 5, maybe 6, we'll say 6, that the two refs system will be scrapped. I know we haven't seen how it works yet and all that, but the differences of interpretations are going to affect games week-in-week-out IMO.
