My question though is who is he going to ride with? Are they going to build a new team around him for just one year? Or is a team like Cadel's going to sign him up for free?

Also how is Lance going to make his decision on which team to go to without taking any sort of money or bonuses?

Depends on the race profile and what team he signs with. His big advantage is (or was) his time trialling ability. If there's enough flat ITT kms and not too many steep mountains he can, but frankly, it's the era of Alberto Contador and Andy Schleck.
