To'o is massively underpaid, does the work of a elite front rower and a elite winger.
Thats what makes him such a great winger. Has no interest of wanting to do anything else and is more than content with being the best winger in the world.
I think it was more to do about how all his friends were leaving the club and the media were trying to make him out like he wasn't happy about it.
The going rate for Centres this is probably slightly below market rate, Also To'o is being paid a sum that wouldn't be possible anywhere else and that should be factored in.
