Canberra Raiders officials have called for the introduction of a player points system to accompany the salary cap, claiming it would be a guaranteed way to prevent clubs cheating the system.
Raiders chief executive Don Furner wants the concept of a points system to be made an agenda item for the NRL's annual end-of-season conference and has already had informal talks with salary cap auditor Ian Schubert over the issue.
Under the system, each player would be allocated a certain number of points according to his value and clubs would be allowed only a certain number of points, say 100, in total. While a star player such as North Queensland's Johnathan Thurston could be worth 10 points, a rookie such as Bulldog Jamal Idris might be only worth two points. And local juniors would be worth zero points.
Furner's pitch comes after Parramatta came under scrutiny for organising property deals for some of its players while there were also questions raised over claims in a Brisbane court that mining magnate Ken Talbot had given Brishane players money.
"My belief is that with a points system, it can't be cheated," Furner said.
"If players are allocated points and you're only able to field so many points, it doesn't matter how much money you pay them, you can't cheat it.
"And it would work in tandem with a salary cap, not instead of a salary cap, so clubs would stay financially viable.
"I know over the years it's been discussed with the clubs and the NRL and I just think it would be a foolproof way of stopping any rorting."
Furner acknowledged there would be several teething problems to negotiate, including who was responsible for assigning points to players.
He suggested that responsibility, which would have to be re-evaluated on an annual basis, could fall to a panel consisting of Schubert and former players.

I'm not so sure this would work. it says a local junior would be worth 0 points, so from a Broncos perspective that would mean that Lockyer, Hodges, Hunt and Thaiday (for example) fould all be worth 0 points being club juniors, even though they are now international players.
I do think that if they were to introduce this system, there would have to be a rule that states if a local junior was to leave the club, they would no longer be worth 0 points should they decide to return to the club.
I'm not sure how it would work being used in conjuction with the salary cap. i think maybe it should be one or the other.
