Okay so this season the shoulder charge has been outlawed. The number of shoulder charges hasn't decreased although none to few have caused injury. Although since that the number of spear tackles has increased and the number of injuries. Is it a case of people trying to make more impact in normal tackles or just a statistical anomaly?

Agree with this. The injuries we are seeing are all innocuous stuff that just happens as a part of any sport where you are pushing your body to its limit
 
and they aren't brain injuries, which is what they are looking to avoid. Brain injuries are not to be fucked with.
