Sounds to me like he's lost the captaincy, and he's been thrown this as a consolation.

I still remember coming through the Brisbane Broncos system and playing a trial game here (at Dolphin Stadium) which is quite surreal to come back and now play a testimonial game. I have many people to thank for putting this forward. As a team, we are working really hard and preparing well for the 2021 season and this game against the Cowboys will allow us to fine tune our preparations.”

Sounds a lot like this is his last season in a Brisbane jumper, or at least that he’s being phased out and will be 18/19/20th man sooner than later

Without a doubt, but I think it's a way to strip his captaincy, and prepare him for being dropped out of the squad, while giving him a pat on the back for long service, no hard feelings. They should do the same with Macca.
