I don't know soccer but why weren't the strikers taking the penalty kicks?? Are backs the ones that we wanted taking kicks at goal?

Penalties is just as much confidence as it is technique etc. The best PK Taker in a team could be a a cb realistically if they have good technique and handle pressure well.

Coach will usually come up with a PK order, but subs does change this depending who has come on and off, and then players will also sometimes decide if someone is confident etc.

To me, Herrington did not look comfortable at all, understandably. So to me, one of the more senior players should have been taking penalties over him at that point.
 
Hell, Rogerio Ceni was a GK and he was an excellent penalty taker.

As mentioned above, confidence is the biggest thing. Plus a bit of technique. Get both of those right, 9 times out of 10 you'll score.
