Walters would need approval from the QRL for that, as he is contracted for 2020.
It's unlikely the QRL would allow him to take a head coaching role until his contract is up.
Just read that.. I thought he was only signed with Queensland until the end of 2019. I'm pretty sure he'll be able to get out of his contract with them if he pleases, he probably even specifically has a clause in there stating that if he's offered a fulltime head coaching job at an NRL team he can get out.
