It's an exemption, but not the same exemption. Riki is financial, Francis is duty of care. One would be easier to approve than the other.It's the same exemption, you could argue you can apply for Francis just as much as you could Riki and Franics is on the development list.
Could also point out don't put 17-year-olds on your development list. Then apply for more players.
Bryce is on the development list and could have played.
Getting all worked up over Dufty when the Broncos are doing the same thing.
Bryce was never listed as a development player. Talty, Coates, Semu, Horne, Bukowski & Francis was the list. I don't understand why the Broncos would sign him to a development deal between now and then and I don't believe they have.
Why even have the rule in the first place if you're not going to stick with it? Did the NRL develop amnesia? Do they need Twitter sleuths to do their work for them ala Ronaldo Mulitalo?
