Where does the next ruck start?

NRL have previously indicated that once it clears the ruck it's into the next tackle... the bunker has just ruled a penalty on the previous tackle based on that.

I'm happy that storm have been ripped off, but my SVRL are not happy that Harry has been punished

This whole fine thing is stupid. NRL is basically a mini-dictatorship. You aren't allowed to point out rightly when refereeing incompetence costs you games or potentially, your season.
