But then I suppose if you play u13 in both NSW and QLD.. you should be able to switch to whoever wants to select you.

That's probably fine to be honest... I know the international one is basically if you lived in the state before your 13th bday.
But I'm not sure there's much definition around that... people dont typically just keep proof of where their kid was living when they were 12... just in case they need to justify playing origin 10 years later
But if they were registered and playing in a qld or nsw based competition then that would provide pretty decent evidence

it wouldn't be the first time a player generally out of sorts
didn't come on in an origin game and put in the game of their life for 15 mins.

Here is what Ben Ikin said regarding calls from Mark Geyer and Greg Alexander to allow Moses Leota to play Origin despite not arriving in Australia until after his 13th birthday, making him ineligible. The comparrison being used in the media is Ronaldo Mulitalo, who NSW prevented playing origin because he didn't get to QLD until after his 13th birthday, but before he turned 14.

back then, the eligibility rules were: where you played your first senior footy after the age of 16.
