rugby league needs a bit of tuning in this sense.

the defence should only be able to go at the start of the ptb. The defenders are slowing the ptb down but wanting to jump early.

The defensive team cant have it both ways and should either continually ping the series offenders for jumping early or call held / release faster so the defensive team can go as soon as they are ready.

If refs did two simple things - make players stand and play the ball on the mark, and make sure defensive lines hold until the ball at least is in the hands of the dummy half, rucks would be infinitely better.
