How Payne haas represent nsw? He was on scholarship contract with the Warriors. He played for club Gold Coast Green in the Mal Meninga Cup (under-18s). He attended Keebra Park High school. That mean he played and live in Queensland. How he represent nsw? How QRL let this happened?

QLD can't just pick someone not eligible.
there is now a eligibility criteria from the time someone turns 13, and if they answer a certain state for the majority of questions they are only eligible to represent that state.
it is why Keary is not eligible to represent QLD despite being born here and clearly considers himself a Queenslander
