If this was to happen it HAS to be an independent doctor.
Problem I see with this, is that some tackles can be worse than others without resulting in a HIA and vice versa. E.g. dumping a player on his head (maybe not result in a failed HIA, but should be a sin bin) vs a player falling into a tackle (which can be more innocent, but result in a failed HIA).

This seems to me like its going to be another failed attempt at a blanket/black and white rule, which will likely be abused, and in reality just needs common sense applied in these situations instead of a new rule.
