I disagree with this outcome strongly.

3, 2, 1 points need to be given each week regardless of what happens..none of this .5 business or 4 players receiving points.

In the case of a tie, the winner should be determined by who has had a higher tally of higher votes.

For example whoever has been given more '3 points' votes than the other.

If both players have the same amount of 3 point votes then whoever has more 2 point votes should win.

In this case Kenny has been given 10 votes of 3 points, 4 votes of 2 points, and 1 vote of 1 points.
Whereas Clinton has only had 7 votes of 3 points, 8 votes of 2 points, and 2 votes of 1 point.

Therefore IMO this week the overall tally should be:
Kenny - 3 points
Clinton - 2 points
Winterstein - 1 point

I'm cool with this format whenever there's a tie in the voting, makes sense.
