Once they're over the line, they're fair game.

it was ruled by the bunker that the opposition player wasn't in the act of scoring though (just being in the in goal wasn't enough)

He was still in the field of play and wasn't trying to get down to score, Reece pulls him towards the goal line than strips the ball, which you can't do.
When the players whole body is in the in-goal, they're classed as in the act of scoring and Reece stripping the ball would have been legal.
It's exactly what Gutho did. He waited until they were in the in-goal and stripped it.
