Because the cows player didn't stay down.

If the cows player lies down JWH is sin binned at minimum and the incident is getting heaps of attention i.e. automatic grade 3.

NRL will probably try and sweep it under the rug for Uncle Nick and hope to hide it away with a Grade 1 fine
