He moved to Townsville at 14 and played rep u16/18s for aus/qld. Kirwan High and Tville Brothers. I’d say that counts as junior footy

14 is a year too late.
You must be living in NSW or QLD prior to your 13th birthday. If you haven't and your father didn't play State of Origin then you're not eligible.
And as said above, he played for NZ which means he will never be eligible either way.

Yeah that was back in early 2012 when the eligibility rules were different.
