I don't know why the IRL moved away from the set up they had for the last WC. There was no blow-outs bcos the best teams were grouped together a little but more. Team 1 playing team anything past team 7 or 8 in international league means a 50+ score difference at the least.
If the wanted 16 teams they could have had 2 groups with the top 6 rankings with 7th and 8th in the 3rd and 4th groups, 9th and 10th in groups 1 and 2 then the rest in groups 3 and 4. 1 qf team from groups 3 and 4, 3 from groups 1 and 2.
At the end of the day ppl with minor interest will see the closer scores only and then maybe watch the tournament later, and the die-hards like us only care about close games. Who gives a **** if it's not "traditional" WC format ffs.
In this system the groups would have been.
Group 1: nz, England, png, greece
Group 2: Tonga, Australia, fiji, ireland
Group 3: Samoa, Lebanon, wales, cook islands
Group 4: france, scotland, italy, Jamaica
Much better Group matches and genuine questions about who qualifies. Does not effect the quality of the qfs either at all.

The exact same thing happens in the Rugby World Cup, think NZ v Romania. These developing RL nations get a lot out of just being in a tournament like this in terms of exposure imo

We're seeing lower nations become more competitive and while they're still a long way off, they are on the up which is why they need to be competing more on the International stage.
It would help if the IRL invested more money into development and growth. They just don't do enough at the moment.
