Anyone know why Milford is kicking over Croker?

Word is Croker has a cork. Croker took the first shot last week, so it's not a case of him not wanting the job. It was an injury he picked up in the Cows game.

If that penalty was for a shoulder charge, why couldn't he take the quick tap?

Telecast should have answered that question for you. McCrone's Raider team mates were standing infront of him, meaning they were offside. It's the exact same deal they've been doing with the 20m quick-starts.
