As soon as Karp is touched, whilst the ball is touching the ground, the defender can't do any second effort.
If To'o or whoever had pushed Karp from the side and he slid over the line then it wouldve been their ball.
Instead he grabs him and rolls him over.
The grab is tackle complete, rolling him is a second effort.
It should've actually been a penalty, but the bunker made up some random shit that the whistle means a mutual infringement.
Commentators then blow up... even though that shit happens all the ****ing time... it's a well known rule for like 15 years at this point
