we could contact the other forums and say make up a jury of 5 or so on each forum. each year every club nominates a player from their club to be a nominee for hall of fame and then all of the juries do a top 3 on who they would vote into the hall of fame and you can't vote for your own player. each year the 6 highest voted players get inducted into the hall of fame.

6 per year for 100 years of rugby league? surely not! The NFL has six per year and even though they have way more players than rugby league, there hall of fame has been going for aaaaaages, this one would be starting now and has 100 years of catching up to do. I actually think 6 may be too low.

I think you could nearly induct 10 players straight up then do 6 a year.
