Especially given how stubborn he's been at admitting he's wrong in the past. For example, missed knock ons in 2000 origin game 1 and incorrect penalty in the 1989 grand final.

I have a baseless theory that Harrigan will eventually be Finch's successor, and likely "volunteered" to stand down as a symbolic gesture for accountability amongst the refereeing ranks.

Yes, Bennett explained this in his autobiography. Unfortunately for him, one of the decisions Harrigan did come clean about cost his side a chance at contesting the 2002 Grand Final.
