So it's the polices fault drivers lose their licences for speeding.Unless you're very young, or been hit with DD, driving without a licence generally means you've lost all your demerit points.
It's not hard to do that on speeding tickets alone if you travel outside the city regularly. I don't know the stats but I saw that 1 in 5 fatalities involve unlicenced drivers. I expect they're somewhat higher represented in careless driving and being general scofflaws, but it's fair to assume a high percentage of drivers are unlicenced.
So there's the catch 22: if you go out of your way to milk the roads for speeding ticket revenue, you'll wind up with unlicenced drivers.
