It keeps happening because the part about nobody available being an upgrade isn’t true.
Titans have signed Verillis, Dragons are about to sign Liddle. Roosters signed Smith. Dolphins have signed JMK.
All of the above are better options we missed out on, and that’s not even including Mahoney and Hodgson.
Parcell wanted to come back
Levi would still return and didn’t want to leave in the first place
Seggy might want another crack under a new regime.
Berrell went to Cronulla instead.
So that’s a minimum of 10 hookers who would’ve been an upgrade on Walters that we didn’t sign.

I've heard some not so complimentary things about him and his work ethic as well. He is a talented player, but if he doesnt get his mind focused he wont achieve anything.

No one chooses the tigers over the broncos because of the spoon. In the clubs defence on that one I’m pretty sure he didn’t want to leave Sydney

Jock Madden is a pretty decent get for depth. Young playmaker, who won't be on much either you'd think.

He looks like a Billy Walters replacement... ie a guy that can play 6 a bit.
How does that help us when Reynolds misses 7 games next year.
He was also wanted by teams in Sydney so if he does come he hasn't necessarily come on the cheap
