Looking at the quotes it seems like Madge and the Broncos are waiting to see how Cobbo turns up for preseason and then his attitude under a Madge preseason, which is fair enough... and it seems like Cobbo's manager is resigned to letting the preseason play out.
No doubt his manager will be looking for alternative offers to put the pressure on Broncos, but if Cobbo turns up to preseason with the right attitude, then I think Madge will be keen to keep him.
I think it all seems pretty fair the way it's playing out at the moment... Cobbo had a down second half of the year, but the talent and what he can do was well on show in the first half.
All parties are probably unsure of what his value is... at his best he's a centre of the year contender... but at his worst his playing park footy in Cherbourg in a couple years.
Broncos don't want to pay 'fullback money' for Cobbo based on potential, so they're willing to let it play out and see what Madge's evaluation is over the next couple months... if Cobbo's manager finds a team that is willing to pay him fullback money he could sign elsewhere, but if that's the case then he's taking mercenary money, which isn't a great presentation of his mindset.
