They could just do another penalty type, a 'short arm' penalty for lack of better word, that you can only tap and not take a penalty goal. No quick taps, line set at 10m, and can now be challenged. Full penalties would remain the same and penalty goal can be taken.
Repeat 'short arm' penalties will get you a warning/sin bin etc.
But by it needing to be blown as a penalty, it shouldn't be as much of a free for all that set restarts are with people most the time having no fkn clue what shit was even given for and take away some of the 'grey area'...
This wouldn't keep the game in fast forward though, so it would go against what they are trying to do.
Can already see the problem with the above would be teams doing it on purpose to set their line, but I'd argue they already do this on tackles 1 and 2 and give away the blatant set restart anyways.
