Bennett wrote about it in his second book. The panel started with a crude joke from a journalist and Lockyer thought he had a license to tell one. Yes there was but again this was the type of event where these type of jokes flew, they just threw Locky under the bus. I've already explained this. The specific numbers came from the press, who did not reveal the source. Walters confirmed the fines, but denied knowing who leaked the numbers.
