my guess is because Walsh was arrested and charged ... then subsequently admitted it.

They don't test during the off-season? Talk about setting up a drugs policy to fail. I get they are allowed to enjoy themselves but surely you are asking for this sort of thing to happen when you don't test at randomly.

The NRL are probably relieved that there is nothing too concrete in what's happened. If there was a positive test or police charges they'd have to take firm action and potentially have marks on the player's records. But all they need to do now is give some light bans (half of which will be served in trial games), fines that won't even make a dent in the player's second contracts, and the thin appearance that they don't play favourites is maintained.
Didn't someone mention Proctor and Bromwich earlier? If it wasn't a darling club, or worse, if it were the Broncos, imagine the outrage and "drug culture" the media would be spouting right now.
