You can tackle the kicker, just not while they are mid-air and not late.

Players have known for quite some time now if you're making contact with the legs of a kicker, it has to be a genuine attempt at tackle above the knee with a wrapping motion. They can't exactly bitch about the consequences when they don't do that.
