The ref stops the player from kicking until it is confirmed by the bunker... they only stop play if the bunker tells them to.

Because the bunker tells them to... they still need to action it so the crowd know what's going on... the alternative would just be a No Try popping up on the screen and everyone going what the **** just happened

When time gets stopped and it goes to review, the bunker does come through the PA so everyone knows why the try was disallowed.
