The issue with going down my proposed route is that it would slow the game down but it maybe the compromise the game needs after this crackdown.

Refs could call hold hold until the ref is satisfied the tackler had time to rise and get to marker. In other words, reward a grassing tackle. That said it would just be another way a ref could manipulate a game. We do need a true and sustained crackdown of players stepping forward, off the mark and into a player trying to get to marker. Oh, can we also have the virtual 10 metre line please, as promised 5 years ago.
