Dragons are doing great considering the circumstances. Both their halves out for Origin, two balls dropped cold early in the count, and have been absolutely flogged in the penalty count. I agree that one was a second effort. However, the amount of voluntary tackles we see from fullbacks in that situation, I don't mind the kick chasers getting a bit of slack there.

Smart option to go the high kick over the field goal and Host gave himself pretty badly by turning his body into Hughes. I do think these aerial contests have gotten to the stage where teams will play for the penalty.
