Not the worst you'll see, but the fact that Bird has lifted him between the legs is a big no-no in the modern interpretation of the rule. It may not result in a suspension but it certainly warranted a penalty. Some might say it's a bit soft or unlucky in Bird's situation but in the aftermath of the McKinnon situation, I think the NRL need to be strict on these sorts of tackles to try and rub them out of the game.
I don't see the head below the hips. Like I said, the back is certainly in a downward-facing direction, but not enough to put the head below the horizontal plane of the hips.
