Turned it off, don't mind if my team gets hammered but it's not because the other team is better than them, the NRL has completely ruined the sport and if this is what they are going with.. it's going to be hard to enjoy watching a game for the remainder of the year

Teams that spend more time defending incur more penalties. There is no 'balance' where penalties are supposed to even out between teams. The team with less possession will have more penalties.
