Because Townsville will have a State of the art stadium by 2020 and it has a major airport.

This is why it'll never happen. They will lose too much money from the already-exorbitant prices for normal tickets but also a shitload from corporate boxes and everything that goes along with them.
Especially due to the capacity being much smaller. And it's Townsville.

A state of the art stadium that only fits 25k. You are locking out an extra 25k people minimum. At $200 a pop for tickets that's an extra 5 million from gate takings alone.

Honestly, I think it would work quite well. If you are looking to take Origin to an alternate venue, you want to go somewhere with rich ties to the concept and a die hard fan base.
Townsville fits the bill. May be a shit hole full of dumb hicks, but it's (excuse the cliche) rugby league heartland.
Timing is askew though. This kind of thing needed to happen with JT still going around, preferably on his last series. You'd still lose out on ticket sales but you could promote the ever loving shit out of it.

The reason Perth and Melbourne are able to pry games away from the major stadiums is because their governments pay millions for the privilege.
The same would need to happen for Townsville to get a game.
The current QLD government would either go cap in hand to the federal government to get funds or expect the NRL to move it out of the goodness od their heart's...
