Why not a 16 round competition where each team plays each other once? 8 home games, 8 away games each.
Then you have four rounds of finals, three of Origin, one for the Anzac Test and other Internationals (Tonga, Samoa, PNG, etc) one for NSW and QLD city/country, and the Four Nations for however many weeks that goes for. That's about 30 rounds, so the TV deal would be similar, but with more rep fixtures interest would be far higher and it would be potentially more lucrative.
 
Dukey, are you suggesting teams play themselves too? Or play another team twice? 16 teams would be 15 rounds.
 
dukey, i think taking 4 home games of the clubs will kill certain clubs especially in Sydney

but being a season member of the Broncos, i don't want those 4 home games taken away either i think the season should be 22 games long icon_thumbs_u

Well, too bad for them. If you can't maintain your balance, don't go near the tightrope.
Only having 8 chances to see your team play at home (unless they're a joint venture, in which it's four) would hopefully lead to more sellout games. And to help that end along, the TV broadcast should always be delayed - e.g, in NSW the Friday night lineup would be Broncos V Storm at Suncorp game at 7:30, and Dragons V Roosters at Kogarah broadcasts at 9:30. UNLESS the game is sold out already - in which case local games are broadcast live.
Point being to get more bums on seats.

4 sydney team (northen, southern, western and eastern - all current sydney teams and past ones operate as feeders into their district nrl team and un-merge current mergers) north qld, central qld, brisbane, gold coast, newcastle, cental coast, canberra, melbourne, perth, adelaide, new zealand, PNG. Lift the cap on the nrl, all players must be dual registered and only apply a cap to the feeder clubs (this would assist in keeping players in australia and in rugby league). everyone plays each other twice and a top four final series(1st v 2nd over two legs winner to the final - 3rd v 4th over two legs players loser of 1st v 2nd for spot in GF). no byes and origin and internationals to be played midweek throughout the season and those teams that have the big name players can rest them and so on when they need to as the season is longer and they are able to have more quality in reserve to cover for them. have end of season tournaments only every two years with every four years a world cup. therefore whole season takes 33 weeks and every second year there is a meaningful international tournament.

You'd want each team to have the full 8 home games, but if that's not possible due to the draw the teams missing out would alternate each year.
