So they can talk but not sign a contract? My understanding was they weren't allowed to talk about signing a contract either (although that would be impossible and nrl-level stupid to try to enforce). Couldn't they just as easily sign a contract of intent or something similar.

the NRL confirmed it years ago ... they can talk at any time, it has to be about uncontracted years (since clubs can't try to entice players to break contracts)
