Still ridiculous because it was very obvious he raised his elbow, but I get your point. The tackle had been completed before it was investigated. Still think he's lucky it wasn't a sin bin.
I'd agree with penalty, but I think if you start calling that a sin bin, then it could become a very slippery slope and you'll start seeing defenders stay down and taking dives moving forward.

If you allow them to penalise reportable offences that occured from previous tackles then the bunker interference could become insane.
