It does matter actually.

If momentum would have got you there regardless, promotion doesn't matter.

It's only a double movement if momentum wouldn't have got you over the line.

The ref is correct, if he didn't move his arm the ball would have sent over the line anyway.

Momentum gets him there because he has promoted the ball off the ground and rolled onto his back.

Jesus christ, this change to the rule of double movement is just ridiculous. It's simple, if you promote the ball then no try. If they get over the line with the arm in the same position then momentum did the job.

The call was wrong, we lost one last year for doing the exact same thing with Hosking.
