What's the point of downtown if offside already exists?

If the fullback loses the ball on contact and a downtown bloke picks it up its a penalty. E

Everyteams kick chase is technically offside usually but they just give the fullback 10m. That's the rule. Been like that for as long as I remember.

I know the 10m rule for fullbacks FFS.. I just have no idea what or why there is a downtown rule.

All they've got on downtown is below... and all it talks about is kick chasers going beyond the ptb before the kick... that's like 90% of kick chasers nowadays so what's the fucking point of the rule.
