Part of the problem is how early they allow opposition to start negotiations so they have a longer cooling off period, do other sports allow such early contractual negotiations? If they get rid of the round 13 rule they have to delay when negotiations can begin.
The reasoning behind the rule is good, to give the existing club the best opportunity to retain their talent the method needs work though.
Cant compare to business, generally someone on those sort of wages will be walked out the door by security the moment they announce they've signed elsewhere.

CANBERRA superstar Anthony Milford has reportedly turned his back on a lucrative 2 year deal with the Brisbane Broncos today, opting instead to sign a 3 year extension with the Canberra Raiders, worth upwards of $1 million. The deal comes after weeks of speculation
, with the youngster choosing to renege on the Brisbane deal, months before the June 13th deadline. Ricky Stuart and the Canberra Raiders were unable to comment, but are set to release a statement later today, confirming the news.
