I disagree. Players only ever look to lift the ball and promote it over the line because their gut feeling is that they may not make it. I don't understand why they would alter a rule that has worked fine since the game began. This, it was a textbook double movement for mine, it's a very simple rule. He doesn't promote the ball, it doesn't reach the line.doesn't have to.
to use the momentum exception to the double movement rule, momentum has to have taken the ball to the in goal, as if the player never promoted it.
in this case, the ball is level with his chest when he hits the deck, and he promotes it to be level with his his head. and the ball only touches the chalk, before he is bundled out into touch. momentum never takes his chest across the line, so the ball would never have ended up across the line.
