Because is just isn't viable. Lots of work to do for PNG to have an NRL team
PNG has a very high rate of HIV AIDs , some of the highest rates in the world , they dont like useing, or no access to ,or dont care about condoms .great people being cut down by that hideous virus. blood to blood contact is a very high possibilty in rugby league, until thats sorted out somehow . its unlikely PNG will ever be in the NRL which is a shame , cause i would love to see them involved in NRL or atleast in QLD CUP.Security in PNG would be the biggest concern for visiting teams, let alone players moving their families there to play for them. Plus you'd have financial viability questions too.
PNG seems like pie in the sky stuff to me.
It's going to be a lot easier to actually develop local talent thanks to the pathways created with NYC & SG Ball. Storm have a team in both and are beginning to bear the fruits of their labour with Mahe Fonua, Young Tonumaipea & Richard Kennar (1st Victorian Schoolboy), who strangely enough all qualify for NSW. Similar story for WA with Curtis Rona signing a first grade deal with the Cowboys. I'm not as confident in WA as I am with the Storm but there are plenty of encouraging signs out west.
Right now, I don't think the ARLC should focus on expansion and should continue to look after all the clubs that are there and do all they can to improve the standard of the game.
When the game still requires so many tweaks, I really don't think it's a good idea to bring in a couple new clubs.
