Your example doesn't work, because my hypothetical rule would only apply when poaching a player. It's fine to lose a player to a club that is willing to pay more, but to lose a player to a club who is paying less reeks of BS.I don't agree with that, the reality is players will always want to go to teams going well. You will always stay there for less.
Remember Parker saying no to the Dogs for 100k less in 2000- just because you're not the Broncos. 21 years ago 100k was more than double his wage. I have no idea where the Broncos and Dogs were on the table when that offer was made but he still turned it down and that was how Brisbane negotiations went most times.
You can get 80k here but win premierships or 180k at the Bulldogs- stay thanks.
Don't get me wrong, I think players should be free to go wherever they want, but if the point of a salary cap is an "even" competition then it falls apart horrendously when the top teams can then buy players from the bottom teams for less than the bottom teams are offering. The bottom dwellers are effectively operating at negative cap in that scenario.
