I think you're on the money. According to the NRL website, the Broncos have 24 players in their official squad. While it's yet to be confirmed, I feel you could lock in Richie Kennar, Tyson Gamble and David Mead to make it 27. The other possibility for the Broncos is that Will Chambers signs with the club after accepting an early release from Suntory. The story has gone quiet but I would not be shocked at all if something eventuates there.
Unfortunately I can't see an Antonio Winterstein or Jack Reed type bolter who forces their way into the squad and earns their place in the 17. Especially since the Broncos are set to only play one trial which you'd expect to be a dress rehearsal and will largely be made up of a full strength team.
